Ohio House of Representatives, 36th District
January 5, 2009 - Present
While serving the people of the 36th District in the Ohio House
of Representatives Seth Morgan has marked Columbus quickly
with his aggressive but resolute and consistent leadership
style.
Mr. Morgan was given prominent committee
assignments allowing him to serve in an influential
manner. These committee assignments include:
- Secretary, Finance and Appropriations

- Ranking Member, Finance and
Appropriations Subcommittee on Primary and Secondary
Education
- Ways and Means Committee
- Education Committee
- Elections and Ethics Committee
- Faith Based Initiatives Committee
- Chair, House Republican Caucus Policy
Committee
Mr. Morgan "hit the ground running" and
has been most active leading in his role as the Ranking Member
of the Subcommittee on Primary and Secondary Education.
His effort for Ohio's children lead him to take Governor Ted
Strickland to the Ohio Supreme Court in his effort to force
transparency and accountability for some of Ohio's most
important and far-reaching policies.
Using the many important lessons learned
while leading in Huber Heights, Mr. Morgan is finding ways in
Columbus to challenge the status quo and demand real answers
from Ohio's highest leaders. Undaunted by his "freshman"
status, Mr. Morgan is actively engaged on behalf of Ohio
citizens and the people of the 36th District.

Huber Heights City Council, Ward 3
January 1, 2002 - January 5, 2009
As
a Huber Heights City Council Member, Mr. Morgan proved himself
as a reformer. He spent a good deal of his time working to
address critical management issues that plagued the City.
This
placed
him in very visible and sometimes very controversial positions.
His leadership earned him wide praise and criticism - ultimately
leading to an unsuccessful attempt of his critics to recall his
elected position in 2008. This attempt proved to be
politically motivated and was in response to his effort to clean
up City hall and his proposal of an income tax decrease.
While often finding himself working "uphill" legislatively, Mr.
Morgan lead on Council and enjoyed the success of many
initiatives to proactively protect and enhance the City as well
as many initiatives to spare the City from unnecessary and
unresponsive management. This leadership resulted in many
successes, some of which are listed below:
- Making possible an historic permanent
reduction in income taxes and a streamlining of government
operations through the effort
- Enhancing and making more efficient the
City's tax collection efforts through regionalizing the tax
collection duties
- Multiple changes to the City
organizational chart, including the removal of two entrenched
City administrations that failed to recognize the role of the
people's representatives and their responsibilities to the
community
- Vice Mayor of Huber Heights,
2004
- Adoption of the CODE RED
emergency response system
- Legislation making it more
difficult for sexually oriented businesses to operate in Huber
Heights
- Legislation declaring the 3rd
week of July "Military Appreciation Week" in 2003,
strengthening the relationship with WPAFB
- Legislation establishing Huber
Heights' participation in the 4th of July community activities
at WPAFB - the freedom "Tatoo"
Mr. Morgan cherishes the memories
and lessons learned while in Huber Heights and is humbled to
have been selected to serve the people of Huber Heights for
seven years.
PROFESSIONAL
Seth Morgan
is currently the President of MLA Management Systems, Inc.
Mr. Morgan and his original partner, Harry Loyle started the company in order to serve small to medium sized
organizations with business consulting and part-time CFO services.
Prior to MLA Management Systems,
Inc., Mr. Morgan was the Controller of MOTO Franchise
Corporation after serving MOTO as an internal consultant for
franchisee finances and corporate mergers and acquisitions.
As a CPA, Mr. Morgan also served
with SA Morgan & Company CPAs, Brady Ware & Schoenfeld, Inc. and Brady Ware
Capital, LLC as well as Duvall & Associates, Inc.
Mr. Morgan is very active in the
community serving in various capacities that promote good causes,
business and the people of Montgomery County. While juggling his
busy professional, political and family life, Seth serves the
region through his association or participation in the following
organizations:

Mr. Morgan's career has been marked
by success at a young age. As noted, after working in several
firms and for MOTO Franchise Corporation, Mr. Morgan followed in
entrepreneurial dream by launching Morgan Loyle & Associates,
Inc. (now MLA Management Systems, Inc.) at the age of 27.
Mr. Morgan was selected as one of
the Dayton Business Journal's 40 under 40 in 2006.
PERSONAL
Seth
Morgan, 31, and his family moved to Ohio in 1988 when his father,
a Chief Master Sergeant in the Air Force was reassigned to W right
Patterson Air Force Base. Settling in Huber Heights, Seth has been
a resident of Montgomery County and the 36th District since he was
10 years old.
Mr. Morgan graduated from Christian
Liberty Academy Satellite Schools (CLASS) in 1996. Mr. Morgan
started working while in high school at the Carpenter's Shop
Christian Bookstore, a Christian Bookstore owned by Gene and Pam
Ditmer of Huber Heights. By the age of 19, Mr. Morgan had gone
from being a stock clerk to managing the day-to-day operations of
the business including purchasing inventory for the business.
Using his job at the Carpenter's
Shop Christian Bookstore to fund college, Mr. Morgan attended Park
University and received a Bachelor's Degree in
Management/Accounting, earning this degree in two and one half
years. Mr. Morgan graduated Magna Cum Laude while working
full-time.
After graduating, Mr. Morgan began
his pursuit of the Certified Public Accountant designation. Mr.
Morgan passed the exam on the first try.
After Park University, Mr. Morgan
attended the University of Dayton and in 2001 received a Master's
of Business Administration with a concentration in Finance.
Mr. Morgan married the former Debra
Mowery of Huber Heights in 2002. Debra and he have three children
and actively attend Covenant Baptist Church in Clayton, Ohio.
